How do I Level Up Characters?

I already know to go to the Barracks to level up my warrior types, the Temple to level up my Monks, and the Bard Guild to level up my Bard, but where do I go to level up my Elementalists and Arcanists? They're still at level 2 while everyone else is at level 5.

Also, is there a way to replenish my potions after I've used them? I've resorted to selling and buying new ones for now.

EDIT: Also, I've found an Ice Flute (34k) on a corpse in the underground cave (the one you fall into) beneath Rennibister.
Growler's Items doesn't say anything other than its supposedly previous value (69k), so I must ask. What's so valuable about it?
