Were the tools ever updated?

That was a problem for everyone. Send the devs an e-mail, and they can extend your subscription, as they did for us.

I now have the beta patch and tools 1.1

As per the beta notes:
"The Action editor was incorrectly assigning Paralyze resistance
instead of no resistance for melee style attacks."

Where is the corrected action editor? Or was this an issue with the core program incorrectly reading actions.dat?

That was corrected in the actions.dat file, and not the action editor. I hope that helps.
